Is Westminster Conservative Councillor Danny Chalkley really going to make the bike parking tax permanent?

Conservative Councillor Danny Chalkley of Westminster City Council announced a few weeks ago his plans to make the motorcycle parking tax permanent, despite the thousands of objections the Council received during the six months consultation period between August 2008 and February 2009. But in order to make the tax permanent, the Council must apply for a new traffic order, which in turn requires a 3 weeks consultation period. This 3 weeks consultation window ended on 3rd July 2009 and the Council, per the timatable published on their website, had until 17th July to consider all objections received in opposition to making the motorcycle parking tax permanent. We estimate the number of objections received by the Council during the latest bikers’ demonstration on 1st July 2009 to be in the region of 4,000. We are told that the Council also received around 2,000 email objections to making the same parking tax permanent. So the question is whether Conservative Councillor Danny Chalkley is going, once again, to ignore thousands of objections and press ahead with his tax, or if he’s going to listen to the public this time around, including the thousands of us who expressed their opposition to the scheme.

One thing is for sure, Danny can’t play with and interpret in his favour the words used in the objections. The objection form that was handed in to the Council on 1st July 2009 by 4,000+ protestors individually clearly states “I am writing to officially object to the proposal to make parking charges for powered two-wheel vehicles in Westminster permanent”. The message is quite clear, WE DON’T WANT THIS TAX TO BECOME PERMANENT, SO PLEASE SCRAP IT. It’s as simple as that, no compromise, no negotiation and no discussion, just SCRAP THE TAX and that’s it.

We have been told that the matter will not be referred to the scrutiny committee again, as it was the case in March 2009. We see this as a good decision, because with Councillor Susie Burbridge in the scrutiny commitee who believes that “motorcycles, even small ones, pollute more than Hummers”, and for this reason, “being environmentally friendly would be to encourage motorbikers to use more public transport”, we believe that Councillor Danny Chalkley would have been brain washed again by Susie, who doesn’t seem to know much about motorcycles! And, while Susie recommended, during the 31st March 2009 scrutiny committee meeting, to maintain the tax, she, of course, continues to enjoy free parking for her hummer in the Borough of Westminster!

Anyway, we are looking forward to reading the Cabinet Member report due to be published by 31st July 2009, and hoping that it won’t be the same kind of non-sense toilet paper that was issued back in March 2009, which was full of mathematical errors, that we believe even GCSE students wouldn’t have made. We are also looking forward to hearing the final decision made by Councillor Danny Chalkley by 7th August 2009. But in the meantime, we would encourage everyone to donate to the No To Bike Parking Tax campaign’s legal fund, in order to take Westminster City Council to Court. We have been advised that the Council introduced the motorcycle parking tax illegally last year, and that the campaign has a strong legal case to force Westminster to scrap the tax.

Even if Chalkley decides to make the bike parking tax permanent on 7th August 2009, he may be forced to scrap it sooner or later, as a result of the campaign’s legal fight. We pretty much hope that he is going to SCRAP THE TAX NOW before he may be forced to do so in Court, which is not something pleasant that we would like to see. After all, everyone has the right to make a mistake and be forgiven. If Danny scraps the tax at his earliest opportunity, we will forget about this incident, learn the lessons from the experience and move on.
